Are Sweepstakes Casinos legal in California?
No. California has officially banned sweepstakes casinos as of January, 2026.
California is one of six states that banned sweepstakes in 2025 and operators had no option but to exit the states. Sweepstakes have been sitting in a grey area since their inception in 2012 with a dual currency system, which helps them avoid the normal strict guidelines of online gambling. However, each state government has the choice to pass bills to ban sweepstakes casinos, which is exactly what California did.
In the middle of 2025, the window for new bills in California had passed but Assemblymember Avelino Valencia replaced the wording of the pre-existing bill to ban Sweeps play and real cash prizes. The bill, AB 831 had strong support with the majority of California tribes via CNIGA (California Nations Indian Gaming Association) along with commercial gambling in the state. Both parties stood to gain by having sweeps play out of the picture.
With barely any opposition, the proposal reached Governor Newsoms’ desk in September and was signed in October. This forced all sweeps operators to pull out from California by January 1, 2026 but many pulled out earlier. Some sweeps sites have opted to stay but only offer gold coin play for fun while the majority have left the California market completely.
